Academe, government, and business have called for a focus on proficiency -- the ability to use language for real-world purposes -- since the mid-1980s. One obstacle to implementing proficiency-oriented instruction has been a lack of suitable assessments and a lack of understanding of instruments that do exist. This panel will address the challenges and opportunities inherent in the development of proficiency-oriented assessments. The theoretical basis of proficiency testing as well as a description of specific instruments and issues in the development of new instruments will be discussed by panelists and participants.
